Includes reporting first carried in Kinyarwanda The 17.2% headline hides worse: rural prices are up 22% in a year The National Institute of Statistics of Rwanda (NISR) put urban inflation at 17.2% in September, up from 15.7% in August and the fourth monthly rise in a row. That is the number that made the news. The same Oct 10 release shows rural prices up 22% on a year earlier and 6.5% in a single month, which lifts the all-Rwanda rate to 20%. Energy rose 45% and fresh products 27.9%. Core inflation, which strips both out, held at 11.4%. We found no outlet that carried the rural or national figures. The gap matters because the policy debate runs on the urban number. The National Bank of Rwanda (BNR) forecast in August that inflation would average 13.1% this year, and its 8.75% policy rate now sits far below every measure of price growth. BNR's head of monetary policy, Kasai Ndahiriwe, told IGIHE on Oct 8 that he expects price pressure to ease, "especially for oil". The state is already leaning on fuel. An opinion piece in Kigali Today, citing Prime Minister Justin Nsengiyumva, puts the diesel subsidy at 673 Frw a litre and its cost at nearly 48 billion Frw from March to June. Without it, diesel would sell near 3,600 Frw against the 2,927 Frw cap. Households in the countryside are paying most, and lifting the subsidy would push transport prices, already up 22.4%, higher still. The IMF says the breach of its program's inflation band now triggers a formal consultation with its board. Rural inflation is running at almost three times the central bank's ceiling Reference: BNR band ceiling, 8%. Medium-term target, 5%. September 2026, % change on a year earlier. Includes reporting first carried in French A former Congolese president now leads the rebel front, and Washington wants both capitals to deliver The Alliance Fleuve Congo, the political coalition linked to M23 (AFC/M23), dissolved itself in Goma on Oct 12 and became the Front pour la Refondation de la Nation (FRN). Former DR Congo President Joseph Kabila is its president, with Bertrand Bisimwa and Corneille Nangaa as deputies (KT Press). FRN spokesman Lawrence Kanyuka told IGIHE the front inherits all of the AFC's obligations, including those agreed in the Doha talks. Kinshasa answered on Oct 15, when Interior Minister Jacquemain Shabani suspended 13 parties, among them Kabila's PPRD. That step was reported in French by Actualite.cd. For Rwanda the exposure is diplomatic. UN experts have accused Rwanda of backing M23, which Kigali denies (Al Jazeera). At the UN Security Council on Oct 13, US Ambassador Jeffrey Bartos told Kigali and Kinshasa to honor the Washington Accords, told Kinshasa that any cooperation between the Democratic Forces for the Liberation of Rwanda (FDLR) and the Congolese army must stop immediately, and called its FDLR disarmament protocol "encouraging". Kigali argues the accords require the FDLR to be neutralized, not cantoned. Only two of eight Doha protocols are signed (Actualite.cd), and fighting continued around Masisi and Minembwe. We found no Rwandan government statement on the FRN as of Oct 16. A Joint Security Coordination Mechanism planning conference is due this month, with no date set. | | 04 | Health · DR Congo, Uganda and Kenya |
Ebola found a new route through Kampala, and Rwanda's rules still date from June DR Congo's outbreak reached 9,144 confirmed cases and 4,410 deaths in seven provinces as of Oct 12, according to its public health institute, as reported by IGIHE. Kenya confirmed a second case on Oct 14, a relative of its first patient, a Kenyan living in Congo who travelled by road to Kampala and flew to Nairobi on Oct 3 (Mwananchi, Swahili). Kenya is following 128 contacts. Rwanda reports no case. The Rwanda Biomedical Centre notice still in force, last updated June 16, bars foreign nationals who were in DR Congo in the past 30 days and quarantines returning residents, which shapes traffic at the Rubavu-Goma crossing. It says nothing about travellers who pass through Uganda or Kenya, the route this case took. Africa CDC Director General Jean Kaseya said on Oct 14 that more than $700 million in response funds given to partners must be investigated (Radio Okapi, French). Any widening of Rwanda's rules would fall on travellers and freight routing through Entebbe and Nairobi. 9,144 Confirmed Ebola cases in DR Congo as of Oct 12, per its public health institute via IGIHE |

Includes reporting first carried in Kinyarwanda Rwandans start choosing local leaders for offices the government is about to redesign Rwanda's local government elections start at village level on Oct 24 and run to Dec 15, with district mayors chosen in late November, per KT Press. Candidates stand as independents and more than 70,000 electoral volunteers are deployed. The National Electoral Commission has not posted a day-by-day schedule, and The New Times reported a different window in August, so treat the start date as single-sourced. At the same time a government document reported by Kigali Today and KT Press proposes new structures for districts, sectors and cells. Cell posts rise from two to four, while about 28 existing positions in rural districts would be removed, reduced or merged. KT Press stresses that the figure counts posts, not job losses. Cells would be restaffed by February 2027 and districts by July 2027. The leaders elected this autumn will run offices whose shape changes within months, which matters for any project that depends on district approvals. Sources: KT Press (Oct 12), Kigali Today (Kinyarwanda), NEC website (checked Oct 16). The restructuring is a proposal. | Who's who this week The people behind this week's stories.
